A resolution determining the necessity of acquiring a street right-of-way easement consisting of 65 square feet, being a portion of the M Harris Survey, Abstract Number 704, City of Arlington, Tarrant County, Texas, said tract being part of Site 10-B Revision Site 10 First Installment Six Flags Business Park, an addition to the City of Arlington, Tarrant County, Texas, otherwise known as 2201 East Division Street, Arlington, Texas, for the public use of right-of-way improvements for the Entertainment District Sidewalk Phase 3 project.

CONSENT AGENDA - MINUTE ORDERS
Sole Source Contract for Software Maintenance for the Public Safety Computer-Aided Dispatch System, Project 26-0069
Authorize the City Manager or his designee to approve the sole source contract for software maintenance for the Public Safety Computer-Aided Dispatch system with Intergraph Corporation, dba Hexagon Safety and Infrastructure, of Madison, Alabama, in an amount not to exceed $636,872.40, and execute any and all documents necessary to carry out such contract. Funds are budgeted in Dispatch Services Software Maintenance Account No. CC900502-SC06924.
Renewal of Two-Year Requirements Contract for Grounds Maintenance of Downtown and Municipal Facilities, Project 23-0029
Authorize the City Manager or his designee to exercise the second and final, two-year renewal option of the two-year requirements contract for grounds maintenance of downtown and municipal facilities with Whitmore & Sons, Inc., of Bedford, Texas, in an amount not to exceed $456,417.50, and execute any and all documents necessary to carry out such contract. Funds are budgeted in Clean Corridor Account No. CC410701-SC0625 and are subject to FY2027 and FY2028 budget approval.
Engineering Services Contract for the Study and Preliminary Design of Per- and Polyfluoroalkyl Substances Mitigation at Pierce-Burch Water Treatment Plant, Project WU 26-01 and WUTR25016
Authorize the City Manager or his designee to execute an engineering services contract for the study and preliminary design of Per- and Polyfluoroalkyl Substances Mitigation at Pierce-Burch Water Treatment Plant with Hazen and Sawyer, P.C., of Hicksville, New York, in an amount not to exceed $2,082,490.10. Funding is available in the Water Pay Go Account No. CC678501-PJWUTR25016-SC0574.
Construction Contract for the 2026 Miscellaneous Stormwater Construction, Project No. PWDR25001
Authorize the City Manager or his designee to execute a construction contract for the 2026 Miscellaneous Stormwater Construction, with Humphrey & Morton Construction Company, Inc., of Fort Worth, Texas, in an amount not to exceed $2,149,826. Funding is available in the Stormwater Utility Fund Account No. CC308501-PWDR25001-SC0690 [$1,828,721] and Parks Account No. CC508501-PWDR25001-SC0574 [$321,105].

A resolution authorizing various fees and fee adjustments relative to administration, boarding home facility, construction, electrical, electronic scanning, gas drilling and production, health, irrigation, mechanical, municipal setting designation, plumbing, platting, short-term rental, special event parking, and zoning activities of the City of Arlington, Texas.
Amendments to the Library Service Policy, Meeting and Study Room Usage Policy and Associated Library Fees Schedule
a. A resolution approving the amendment of the Arlington Public Library Service Policy.
b. A resolution approving the amendment of the Arlington Public Library Meeting and Study Room Usage Policy.
c. A resolution approving an amended Arlington Library Charges and Fees Schedule effective January 6, 2026.
Fifth Amendment to the Lincoln Square Master Development Agreement
A resolution authorizing the City Manager or his designee to execute a Fifth Amendment to Master Development Agreement by and between LS TDMK LLC and the City of Arlington, Texas relative to the redevelopment of Lincoln Square.
Texas Department of Transportation – FY 2027 Selective Traffic Enforcement Program (STEP) Comprehensive Grant
A resolution authorizing the application for and acceptance of a FY2027 Selective Traffic Enforcement Program Comprehensive grant from the Texas Department of Transportation, in an amount not to exceed $315,423, to provide enforcement efforts on reducing intersection-related violations, driving while intoxicated, failure to use occupant restraint systems, enforcement of state and local ordinances on cellular and texting devices, and speeding within identified high-crash areas and authorizing the execution of documents relative to the application for and acceptance of such grant.
Texas Department of Transportation – FY 2027 Selective Traffic Enforcement Program (STEP) Commercial Vehicle Grant
A resolution authorizing the application for and acceptance of a FY2027 Selective Traffic Enforcement Program Commercial Vehicle grant from the Texas Department of Transportation, in an amount not to exceed $98,476, to provide enforcement efforts on traffic related violations for commercial motor vehicles and authorizing the execution of documents relative to the application for and acceptance of such grant.

First reading of an ordinance amending the "Traffic and Motor Vehicles" Chapter of the Code of the City of Arlington, Texas, 1987, through the amendment of Article II, Operation of Vehicles in City, Section 2.14, Subsection (B), One-Way Streets Adjacent to Schools, by the amendment of the time periods and direction for Stonegate Street; and Article III, Speed Regulations, Section 3.05, Speed Limits in School Zones, Subsection (C), by the amendment of the school zones on Carter Drive, Center Street, Greenway Street, N. Mesquite Street, Sherry Street, Stonegate Street and Wildcat Way.
Amendment to the Fire Prevention Chapter City of Arlington Fire Code Addition of Third-Party Compliance Reporting and Fee Requirement
First reading of an ordinance amending the "Fire Prevention" Chapter of the Code of the City of Arlington, Texas, 1987, through the amendment of Article I, General Provisions, Section 1.03, Amendments, Additions and Deletions, by the addition of Subsection 19a, to require third-party inspectors to submit certain inspection reports annually; to establish a fee for the collection of the third-party inspection reports; and to allow the City, through a contract, to designate a vendor for the collection of the third-party inspection reports and fee.

Zoning Case PD25-16 (6001 and 6041 U.S. Highway 287 and 6016 Myers Road)
A resolution calling a public hearing as soon as practicable for a Planned Development (PD) for RMF-22 uses, for the property located at 6001 and 6041 U.S. Highway 287, and 6016 Myers Road, after a recommendation of denial by the Planning and Zoning Commission.
CITIZEN PARTICIPATION
Recognition of visitors with items of business not on the agenda.
Persons who intend to speak during the Citizen Participation portion of an open meeting shall pre-register not later than 5:00 p.m. on the day of the meeting. Persons may pre-register online by calling the City Secretary's Office (817-459-6186), or by completing a registration card at the City Secretary's Office. During the pre-registration process, speakers must provide the following information:
a. the speaker's name and city of residence;
b. the name of the person or organization that the speaker is representing, if any;
c. the topic on which the speaker plans to speak;
d. an indication whether the speaker will be speaking through a translator;
e. any other information requested by City staff.
The City Manager may direct a member of City staff to contact an individual who has pre-registered to speak in an attempt to resolve any issue or concern. Contact by a member of City staff should in no way suggest that the individual should not appear and address the City Council.
